So I have an impala that doesn't have ac and no matter where I look I can't find the controls without ac. I have a small broken part that makes it so I can't change the temp to cold for the vents

Most likely cable driven and the piece broken is plastic on the heat, temp control to the cable. You might have better luck getting a control head from an parts (junkyard/used) AC car and hook it up to your car knowing that the AC part of the control will not work for you. Just a thought.
