They are mounted from above. But under the steel plate that is forward of the dash pad. I see no screws holding that plate on. If it's just clips, I still can't pry up on it without cracking my dash pad.

Mission accomplished. It is held in by clips. I took the gauge bezel off and found I could just barely reach the first clip on the left side with a pair of needle nose pliers enough to pry up on the panel with a fat spatula. Then the rest popped easy.
